First, make sure it's plugged in! Sometimes the simplest solution is the right one. If it's plugged in, check the power outlet with another device to make sure it's working.

Check the power brick if you have an older Xbox model. If the light is orange or off, it might need a reset or replacement.

If you've checked the power supply and it's still not turning on, your power brick might be faulty. Try borrowing one from a friend to see if that's the issue.
