Try holding down the power button for about 7 seconds until you hear two beeps. This might force it to turn on.
Make sure the power strip or outlet you're using isn't faulty. I've had my PS4 not turn on because the power strip was the problem.
Hot take: Your PS4 might just be taking a break. Try giving it a minute and then power cycle it.
If it's still not working, unplug it, wait a few minutes, and then plug it back in. This can sometimes reset things enough to get it going.
