Steam might not be working for a few reasons: it could be undergoing scheduled maintenance (check their official site for announcements), your internet connection might be at fault (try rebooting your router), or the Steam servers could be experiencing unexpected high traffic or technical issues. Give it some time and try again later, and make sure to check your firewall settings too, just in case it's blocking Steam.

Sometimes it's just your PC being finicky. Try the classic 'turn it off and on again' method with both Steam and your computer. Surprising how often that works!

Make sure you're not on a restricted network. Some schools or workplaces block gaming platforms like Steam.
