From what I've read, a lot of the budget went into the special effects and stunts—they wanted to make the fights as epic as possible!

Hollywood magic ain't cheap! The special effects and action sequences in Mortal Kombat: Annihilation required big budgets, and then there's the marketing expenses to hype it up.

Expensive cast, elaborate costumes, and a lot of post-production work. Making movies, especially action-packed ones, costs a lot!
