Atlus probably didn't see enough demand for a Western release to justify the costs of localization. It’s a bummer for sure!

I think it was due to poor sales of the previous PSP ports. They didn't want to risk another localization flop.

They ran into licensing issues, making it difficult to bring over legally. Classic Atlus hurdles, am I right?

From my experience, it seemed like they prioritized newer titles over translating older ones. Sad but understandable from a business standpoint.
