From my understanding, they wanted to focus on getting the best experience out of the creatures already in-game, and the Ice Dragon just didn't make the cut.

They probably cut the Ice Dragon because it wasn't fitting into the game balance or story as well as they hoped. Plus, who needs more things trying to eat you in Below Zero?
