In the American version of Street Fighter II, they swapped the names to avoid using the original 'M. Bison' for the boxer because it was too similar to 'Mike Tyson', the famous boxer. So, 'Balrog' became 'M. Bison', 'Vega' became 'Balrog', and the master villain 'M. Bison' became 'Vega'. Confusing, right?
I remember learning that the change was to avoid potential lawsuits with Mike Tyson. Smart move by Capcom!
