You checked for updates? The game and your device both need to be up-to-date. If they are and it's still being stubborn, reinstalling the game could do the trick. Just make sure you've backed up your game data!
Ran into the same issue last week! Make sure your device meets the game's requirements first. Sometimes, it's just about updating your device or the game. If that doesn't work, try giving your device a good ol' restart. Fixed it for me!
Could be your device isn't powerful enough. Honkai Star Rail needs a fairly decent phone or PC to run smoothly.
Servers down maybe? Happens sometimes. Check their official Twitter for updates!
