Believe it or not, sometimes it's just a hiccup! Restart your device and try again, that usually helps!
Make sure you're not using the same email or phone number as an existing account. Instagram doesn't like duplicates!
Clear your browser cookies and cache. Sometimes a clean slate fixes the issue!
Try creating the account on a different device or network. Worked for me when nothing else did!
