Maybe you're playing with a Sim that's already married or in a relationship? Check their status before trying romantic interactions.
Sometimes it's just a glitch. Try restarting the game or updating to the latest version.
For romance options to appear, both Sims need to be adults or seniors. Baby Sims just aren't into candlelit dinners, you know?
