Make sure both devices' Bluetooth is on and that you're logged into the same Nintendo account. Sometimes restarting both devices helps too!

Check that you have the latest updates for both Pokemon GO and your Switch console. Software needs to be up-to-date to sync properly.

I had this issue and realized I needed to open Game Settings in Pokemon GO and select 'Nintendo Switch' to enable pairing.

Honestly, it's usually just a simple restart. Restart both your phone and Switch, and try again.
