As a long-time player, I've seen Niantic bring in lots of legendary Pokémon. I'd bet Arceus is on their roadmap.

Probably, but who knows when. Legendary Pokémon show up all the time, so keep an eye on event announcements.

Yes, eventually! Niantic has a history of adding legendary and mythical Pokémon to Pokémon GO, so it's just a matter of time.
