Honestly, Blissey ain't even worth the hassle. With the time you spend looking for one, you could level up your team significantly. Plus, there are better options out there.

Caught my Blissey near North Province (Area Three)! It took some time, but I just roamed around that area for a bit, and boom, there it was. Make sure you've got plenty of Poke Balls because it can be a bit of a challenge to catch.

Just roam around the North and South Provinces, you'll bump into Blissey eventually. It's rare so might take a while.
