Catching Jolteon in Pokemon Violet isn't as straightforward as just stumbling upon it in the wild. You first have to get an Eevee, which you can find wandering around the South Province (Area Two) or the East Province (Area One). Once you've got Eevee, you'll need a Thunder Stone to evolve it into Jolteon. Thunder Stones can be found on the ground in various places, but a good spot to look is near the lighthouse in Levincia. Get that Eevee to touch the Thunder Stone, and boom, you've got yourself a Jolteon!
