You can find Kirlia chilling in the Zapapico area, which is kinda towards the northeast of the map. Make sure it's daytime in the game though, as these psychic cuties prefer to show up then. Pro tip: bring some Pokeballs specifically designed for Psychic types to increase your catch rate.

Kirlia? Just evolve a Ralts. Way easier than catching one in the wild, tbh. Ralts are all over the place, especially near the starting areas. Level it up, and boom, you've got yourself a Kirlia.

Honestly, why bother with Kirlia when Gardevoir and Gallade are the real deals? Just catch a Ralts and evolve it all the way. You're welcome.
