Honestly, just evolve a Misdreavus from an earlier gen. Catching one in Scarlet feels like finding a needle in a haystack.

Just head to any gloomy spot when it's dark out. Misdreavus doesn't exactly like sunshine and rainbows, so night time at places that give off a haunted vibe is your best bet. No specific spot, but ruins and cemeteries are where I've had luck.
