Umbreon doesn't have a wild spawn in Pokemon Violet. To get one, you need to evolve Eevee at night while it has high friendship. Make sure Eevee doesn't know any Fairy-type moves, or it might evolve into Sylveon instead! Keep walking with Eevee, give it a soothe bell to hold, or let it join in battles to boost its friendship quick.

Umbreon? You gotta evolve Eevee by night, mate. Friendship level's gotta be through the roof though. No wild Umbreons lurking around.

Actually, I caught my Umbreon by evolving an Eevee I got from a trade. Pumped up its friendship by battling and munching on berries. Evolved it at night while exploring. Felt like a real bonding moment!
