Honestly, just explore the water areas in the game. Arrokuda isn't that hard to find.

I caught my Arrokuda by just walking around the South Province (Area Three) near the rivers. Didn't even need to fish, they were jumping out at me!

Arrokuda? Easy peasy. Head to West Province (Area One) near the beaches. I got mine there. Just keep an eye out for splashes in the water!
