short answer here, Area Zero. Trust me, I've caught like 5 Blisseys there. It’s like they are having a secret party and you’re invited.

Blissey isn't just strolling around everywhere in Paldea, but you can definitely spot her in the wild area around the north of Medali. It's a bit rare, so you might need to pack some patience. Also, Blisseys tend to pop up more frequently in shaking trees during the 'Blissey's Eggcellent Adventure' event. Keep an eye out for those special events!
