Charizard isn't just wandering around in the wild ready to be caught in Pokemon Scarlet and Pokemon Violet. The only way to get a Charizard is by participating in 5-Star Tera Raid Battles. These are special events that occasionally pop up in the game. Keep an eye on the in-game announcements for when these raids are happening!
