Honestly, just evolve a Houndoom instead. Way easier.

Houndour can be found in the South Province (Area Three) near the beginning of your adventure. It's more common at night, so try searching then for better luck. Happy hunting!

I caught my Houndour in the South Province (Area Three) after a lot of searching, so can confirm it's definitely there. It seems like they prefer to come out at night, so maybe try looking then?
