In Pokemon Violet, the Hypnosis TM is a bit sneaky to locate, but you can actually find it in the Cascarrafa city. It's in a small shop near the market area where TMs are sold. Make sure you've got enough in-game currency because TMs don't come cheap!

Found the Hypnosis TM after hours of searching. It's definitely in Cascarrafa, like everyone says. Worth the effort though, especially if you're into competitive battles. Makes sleep strategy a breeze.
