First, snag yourself a Horsea or a Seadra, which you can usually find swimming around the vast oceans of the Paldea region. Remember, Kingdra is a bit special – you're going to need a Dragon Scale to evolve Seadra into Kingdra. Once you've got that Dragon Scale, make sure to trade Seadra while it's holding the item. Actually, finding a Kingdra in the wild is basically impossible. You've gotta evolve a Seadra, which means catching one first. Then, trading it with a Dragon Scale is your golden ticket. Worked for me!
