Male Kirlia can be a bit elusive but your best bet is to check in the South Province (Area Three) or the North Province (Area One) in Pokemon Violet. These areas are known for Kirlia spawns. Just evolve a male Ralts. Easier to find and level up than chasing around for a Kirlia.
