tbh, just wander around at night in any place that looks creepy. Misdreavus will pop up sooner or later.

I literally bumped into Misdreavus while lost near Montenevera cemetery. It was past midnight in-game, and there it was, floating around. So, yeah, night time near graveyards is the way to go.
