just spam sandwiches with Encounter Power for Electric-type Pokémon. Pawmot is an Electric/Fighting type, so it'll pop up more often with that!

Pawmot hangs out in the grassy fields of Area Zero. You gotta look carefully, though, 'cause this little guy loves playing hide and seek among the taller grasses. Just keep wandering around the wild grass areas in Zone Zero, and you'll bump into one eventually!
