Pawniard? It's all about luck tbh. Just wander around East Province (Area Three) long enough and you'll bump into one. Or ten.

Actually, I found a Pawniard near a rocky outcrop in East Province (Area Two) as well, so don't just stick to Area Three. It might be worth checking both locations if you're having a tough time finding one.
