Actually, I found my Petilil near Levincia, in those grassy areas right outside the city. Wasn't even looking for one, but there it was! So, don't just stick to the South and East Provinces, you might get lucky in other grassy spots too.

Gotta say, finding Petilil was a breeze compared to some of the rarer Pokémon in Scarlet. South Province (Area Two) was the sweet spot for me. Plus, there's something about wandering those lush, green areas that just feels so right in a Pokémon game.
