Honestly, just wander around in the grass. Pichu will show up eventually. It's all about luck.

Pichu can be pretty elusive, but your best bet is to check out the southern parts of the map, where the climate is a bit sunnier. These areas mimic its natural habitat, making it a more common encounter. Make sure your party isn't too intimidating, or you might scare it off!
