Caught my Snorlax near a big tree in South Province (Area Six)! It's kinda random, but he was just there, napping. Had to battle him to catch, but totally worth it. Keep an eye out for big trees!

Honestly, y'all are looking in the wrong spots. Snorlax? Just get a flying-type Pokemon and roam the skies. You'll spot him from above way easier than on foot. Worked for me!
