Just evolve an Eevee with a Water Stone, easy peasy. You can't catch Vaporeon running around in the grass like a regular Pokemon.

Finding Vaporeon in Pokemon Violet isn't too straightforward since it doesn't spawn in the wild. Your best bet is to evolve an Eevee with a Water Stone. You can snag an Eevee around South Province (Area Three) or West Province (Area One). Once you've got your Eevee, Water Stones are often found by the shining spots on the ground in various locations or bought at Delibird Presents shops scattered across Paldea.

Honestly, evolving Eevee using a Water Stone to get Vaporeon is overrated. Why not enjoy the game with the Pokémon you find naturally? Makes for a more authentic experience IMO.
