Check your internet connection first, might be having a bad day. If it's not that, try lowering your graphics settings. CS:GO isn't too demanding, but it can get choppy on higher settings if your PC is on the older side.

Just reboot your router and PC. Works like magic sometimes.

Your PC might need a cleanup, too. Background apps eat up resources like nobody's business. Close anything you don't need, especially those notorious for hogging bandwidth.
