It's probably a bug. I had the same issue and an update fixed it. Make sure your game's up to date!

Not to be that guy, but are you sure you're actually trying to set it up right? You have to be outside in a non-restricted area. Can't just plop down a picnic in the middle of a gym battle, y'know.
