Definitely not right off the bat. Bought some keys thinking I could flip them fast, but got hit by the 7-day cooldown. Live and learn!

Nope, CS:GO keys bought in-game aren't immediately tradable. Valve put a 7-day trade hold on new keys to combat fraud and laundering. But if you receive keys from another player, those should be tradable right away, assuming they're not fresh from the store themselves!
