Nah, CS:GO operations themselves aren't tradeable. What you can trade are the items you get from those operations, like skins, cases, and sometimes special operation-exclusive drops. So, while you can't trade the operation pass itself after you've activated it on your account, you can definitely trade many of the goodies you get from participating in the operation.

Nope, once you buy and activate an operation pass in CS:GO, it's yours and only yours. Can't trade or sell it. But you can totally trade the skins and items you earn by grinding through the operation missions.
