Yep, you sure can breed starter Pokémon in Pokémon Scarlet! Just like in previous games, you need to drop off two compatible Pokémon at the Pokémon Nursery, and if they like each other enough, you'll get an egg. The egg will hatch into the starter Pokémon if you've used one as a parent. Remember, the baby will always be the same species as the mother!

Nope, you can't breed them directly. Gotta use a Ditto to breed starter Pokémon in Scarlet and Violet. So if you were hoping to make a starter Pokémon farm, get yourself a Ditto first.
