Got my Lycanroc Dusk Form last week! Make sure your Rockruff has 'Own Tempo' and evolve it between 7-8 PM. Worked like a charm for me.

Yep, you can snag a Lycanroc Dusk Form in Pokemon Violet, but it's a bit of a process. You need to evolve a Rockruff that has the special ability 'Own Tempo' into Lycanroc between 7 PM and 8 PM in-game time.
