Firewall or antivirus might be blocking CS:GO. Make sure your firewall allows CS:GO through. Some antiviruses get overzealous and block games from connecting online.

Had the same problem last week! Turned out my game files were corrupted. Running a game file verification through Steam fixed it. Right-click CS:GO in your Steam library, go to properties, then local files, and click 'verify integrity of game files.'
