Just reinstall CS:GO. It's the nuclear option, but it's faster than trying a dozen 'fixes' that don't work. Plus, you get a fresh start!

Had this nightmare once. Turns out my antivirus was the villain, quarantining some of CS:GO's files. Make sure to check your antivirus isn't messing with the game files or add CS:GO as an exception.
