Oh man, I feel your pain. This usually happens because of a corrupted file. Try verifying the integrity of game files in Steam. Just right-click CS:GO in your Steam library, go to properties, then local files, and click 'Verify integrity of game files...' That should do the trick!

Just restart your PC. Works 9 out of 10 times for all my games, not just CS:GO. Simple but effective.
FreshStartFrank
Reinstall the game, my dude. Had the same issue and nothing worked until I just uninstalled and reinstalled CS:GO. It's a pain, but it's like giving your game a fresh start. Plus, you get to clean up any unnecessary files that were just sitting there.
FirewallFred
Firewall could be blocking it. Make sure CS:GO and Steam are allowed through your firewall. Sometimes it's the little things we overlook.
