Nope, you don't NEED it. The base game of Fallout 76 has a ton to offer with its vast open world, quests, and the recent 'Atlantic City - America's Playground' expansion. The PTS is cool for testing, but if you just want to play and enjoy the game, stick with the main server.

Only if you're super into seeing what's next for the game and don't mind encountering bugs. I've been on the PTS, and it's interesting to see upcoming features, but it's definitely not essential for the overall Fallout 76 experience.
