CS:GO's Overwatch system is like the neighborhood watch, but for gamers. It gives qualified players (aka 'the investigators') the power to review footage of reported matches to catch cheaters and griefers in the act. To be selected, you need to have a good standing in the community, a decent amount of game wins, and a high-enough rank. Investigators watch parts of matches where the reported player's behavior is sketchy, and then they decide if it's foul play or just good skills. It's all anonymous to keep it fair. If enough investigators agree on the verdict, Valve steps in to drop the ban hammer.
