Just drag the game window over if you're windowed mode. If you're playing in fullscreen, you might need to switch the game to Windowed Mode first (you can do this in CS:GO's video settings), then move it, and finally switch back to Fullscreen or Fullscreen Windowed.

Easiest way to get CS:GO onto your second monitor is by changing your primary monitor in your display settings. Right-click your desktop, go to 'Display settings', and then set your second monitor as the 'main display'. When you launch CS:GO next, it should open on that monitor.
