To get Sparkling Power in Pokémon Violet, you need to play through the game until you encounter the Herba Mystica quest line. Once you're on this quest, you'll have to defeat Titan Pokémon scattered around the Paldea region. After defeating each one, you'll be rewarded with different types of Herba Mystica, which you can then use to unlock Sparkling Power. Keep playing through the storyline, and you'll eventually get there!
