Setting up a 1v1 in CS:GO is pretty straightforward. First, you need to launch the game and invite your friend to your lobby. Then, select 'Play' > 'Play with Friends' and set the lobby to 'Private Match'. Choose the game mode and map you both agree on. Once in the game, open the console by pressing ` (the key above Tab) and type 'mp_limitteams 1' and 'mp_autoteambalance 0' to prevent players from joining teams. Then, type 'mp_roundtime_defuse 60' (or however long you want your rounds to last) and restart the match by typing 'mp_restartgame 1'. Boom, you're ready to show who's boss in a 1v1!

I set up 1v1s all the time, and the best tip I can give is to pick a map that you both know well. It makes the match much more about skill than map knowledge. And don't forget to have fun, it's a game after all!

Honestly, the simplest way? Just get in a private lobby, choose a map, and go at it. All the console commands and settings? Overkill for just a friendly match, IMHO.
