Honestly, 30 FPS is playable but not ideal for competitive CS:GO. You'll want at least 60 FPS for a decent experience. Anything below 30 FPS, and you'll feel like you're in a slideshow, which is a big no-no in fast-paced games like CS:GO.

30 FPS is enough. Don't listen to the FPS snobs. You can enjoy the game just fine. It's more about skill and strategy than frames. But hey, if you've got the hardware, why not crank it up?

300 FPS or go home. You're not really playing CS:GO unless you can see the fear in the other player's eyes in ultra-high-def. Kidding aside, more FPS always helps, but 144 FPS is a sweet spot for competitive play without breaking the bank on hardware.
