CS:GO non-Steam versions don't support the Steam friends feature directly. You'll need to obtain the IP address of the server your friend is playing on, then use the console in-game to connect to it. Open the console with '~', then type 'connect [your friend's server IP]', and hit enter. It's a bit old school but gets the job done!

Honestly, just get the Steam version. It's free and makes life a whole lot easier for things like adding friends, not to mention it's safer.
