Easy peasy! Just pop open the console by hitting `~` and punch in `cl_mouseenable 0` to disable your in-game mouse, making the cursor appear. lol just alt+tab out and in, works like a charm for me when i wanna see my cursor

Binding to enable cursor directly in CS:GO isn't a thing. You're probably looking to disable the mouse to free up the cursor for other stuff on your second monitor or in-game overlays. The console commands I mentioned are your best bet.
