Easiest way? Open your AMD Radeon Settings, go to the Display tab, and look for GPU Scaling. Turn it on and select the 'Aspect Ratio' option. This should give you those sweet black bars in CS:GO by maintaining the aspect ratio of the game on a widescreen monitor. Remember, it might not work if you're in full screen windowed mode, so make sure you're running the game in full screen!

Can confirm, the GPU Scaling method works. Was messing around with settings for ages till I found that. Bonus: It made my AWP shots way more consistent. Somehow those black bars help me focus better.
