Just type 'callvote timeout' in the console if you're more of a keyboard warrior. It's quicker than navigating menus, especially mid-game when every second counts. Make sure you've got the console enabled in your game settings first though!

Honestly, I've seen timeouts used more for bio breaks than actual strategy. Still, it's F1 then vote for timeout, easy peasy.
